The Department of Personnel & Administrative Reforms deals with all matters related to personnel administration in the State which includes the posting of Indian Administrative Service (IAS) and State Service Officers to the various establishments of the Government of Meghalaya, training of officials, service rules, administrative reforms, etc. It is also the Administrative Department of the Meghalaya Administrative Training Institute (MATI), Meghalaya State Information Commission (MSIC), Meghalaya Public Service Commission (MPSC) and the Meghalaya State Public Services Delivery Commission (MSPSDC). Its services all District & Sub-Divisional Establishments as well as the Governor’s Secretariat.
The Department is headed by the Chief Secretary who is assisted by the Commissioner & Secretary, two Secretaries, one Joint Secretary, one Deputy Secretary and three Under Secretaries. The Department has a vision to improve the services being rendered by it to the Government as well as to the public at large.

The Department of Personnel & Administrative Reforms (A) is a regulating authority for all the IAS/MCS/MSS and other Class-I Officers serving in the State. It was established in the year, 1972 on bifurcation of Personnel & Administrative Reforms Department .
The Department of Personnel & Administrative Reforms (A) is responsible for seeing that rules and principles relating to services in general are properly followed. The function of the Department is also to advise other Departments in all matters relating to framing of Service Rules and general principals referred to it by other Departments. It is the controlling Department in respect of IAS, MCS, MSS, Steno Grade I (including Senior Grade). The Department is also responsible for matters relating to re-employment policy, contract appointment of retired Government servants in Conduct Rules, Rules and Principals for regulating fixation of seniority and promotion, administrative matters relating to IAS, MCS, MSS etc.

The Department of Personnel & Administrative Reforms (B) is the Nodal Department in matters pertaining to Training of Officers within India and abroad. It deals with policy matters relating to procedure in direct recruitment, including policies in reservation of vacancies, promotion, condition of service and disciplinary proceedings, appointments under Regulation 3 (f) of the MPSC (Limitation of Functions). Its services all District & Sub-Divisional Establishments as well as of the Meghalaya Public Service Commission, the Meghalaya Administrative Training Institute and the Governor’s Secretariat.

The Department of Personnel & Administrative Reforms (B) was established in the year 1976 on bifurcation of Personnel & Administrative Reforms Department .
The Department of Personnel & Administrative Reforms Cell mainly deals with administr ative reforms and redressal of grievances. In respect with the reforms as far as applicable, implementation of the Accep ted Recommendation of the 2 nd Administrative Reforms Commission (Govt. of India) is adhered to. The Department has a vision to fa cilitate a more speedy redress of public grievances and service delivery and to instill reforms which are Citizen Centric for achieving Good Governance.
The Department of Personnel & Administrative Reforms Cell is the nodal agency for monitoring all activities related with megPGRAMS. It deals with administrative reforms, implementation of the accepted recommendation of the 2nd Administrative Reforms Commission, Government of India.
The Department has a vision to facilitate a more speedy redress of public grievances and service delivery and to instill reforms which are Citizen Centric for achieving Good Governance.
The Department of Personnel & Administrative Reforms Cell was created as a separate cell under Personnel & Administrative Reforms (B) with effect from 27.8.1987.

Personnel & A.R. (SRC) Department isconcerned with scrutinizing Draft Service Rules/O.M. framed by other administrative Departments in respect of service under their control and to tender advice on matters relating thereto.
The Duties of the Public Authority (Deptt) is to ensure proper scrutiny of all Draft Service Rules submitted by concerned Departments and to tender advice accordingly.
The Department is also the Nodal Administrative Department for the following organizations: Meghalaya Public Service Commission (MPSC) The Meghalaya Public Service Commission came into existence on September 14th 1972, set up under the provisions of Article 315 of the Constitution of India. The primary function of the Commission is to conduct examinations for appointment to the service of the State. The Commission is also consulted on matters relating to recruitment and conditions of service.

The Meghalaya Administrative Training Institute was established in the early part of 1990 to take care of training aspect of both Officers and Ministerial employees. The principal objective of the Institute is to contribute to the improvement to the State administration through foundation and in-service training, particularly in Office Management and procedures, financial management, planning and budgeting. The training are structured to align and integrate with the Government’s vision and policy so as to ensure effectiveness of learning delivery
The Meghalaya State Information Commission was constituted under Section 15(1) of the Right to Information Act, with its headquarters at Shillong. The Meghalaya State Information Commission is a single Member-Commission. The objective of the Commission is to fulfill the statutory mandate under the Right to Information Act, 2005.
The Commission’s role is to oversee, monitor and regulate the implementation of the Meghalaya Right to Public Services Act, 2020 in the State. It has to exercise the jurisdiction, powers and functions conferred under this Act to ensure time-bound delivery of public services to citizens of the State and to punish delinquent public officers if they fail to deliver the requested service within a stipulated time.
